Course content
1. State and a legal state. Basic terms and relations. Systems of government, establishment, state system. Political system of the society, distinct features of legal state. 2. Civil service. Self-government and civil service. Public and private sector. 3. Territorial division of the Czech Republic and civil service. Subsystems of civil service, principles of deconcentration and decentralization. Constitutions and regions. 4. Regional self-governments. Municipal legislation, legal types of Czech municipalities, typical features of municipalities. Legal agenda concerning the municipalities, municipalities and their relations to civil service and self-government. 5. Powers of municipalities, local government and self-government. Institutions, functions and powers of municipalities. Political and administrative executives. Local government and self-government - a balance of political and professional, democracy and effectiveness. 6. Regional self-government. Distinct features of regions, territorial and individual competencies of a region. Regional institutions, functions and power of individual institutions. Municipal and state relations, regional scrutiny 7. Economic aspects of self-governments. Budget, fiscal procedures, financial funds of municipalities. Incomes and expenditures of municipalities, business activities of municipalities. 8. Local political system and community. Municipality and political system. Local concerns. Economic subjects, political parties, interest groups, civic initiatives, churches and their relations, mutual communication and partnership. Municipal politics. Function of local politics, its making, regional and national context. 9. Management of cities, municipalities and regions. Theoretical principles, differentiation and parts of the city management. Task and goals of the city management, target groups. The city management strategies and their implications in Czech cities. 10. Strategic development of cities and municipalities. Theoretical principles of strategic planning of the regional and municipal development. Implementation of strategic planning in the municipal development. Role of civil service and self-government and other actors in the regional and local development. Strategic planning in cities and municipalities, SWOT analysis of municipalities as illustrated on Czech municipalities. 11. Partnership between cites and municipalities. Role of euro regions and microregions in the municipal development, municipal cross-border partnerships. Local and outer local coordination and partnership; municipal concerns of outer local, regional and national level. Successful partnership examples.

Learning outcomes
The course focuses on general principles of civil service, subsystems of civil service and self-government, highlighting the role of regional and municipal self-governments. These general facts are illustrated on specific systems of the Czech civil service, transformation changes and presentation of new trends in municipal management, employing the strategies of corporation management. The course is also aimed at the municipal partnerships, role of euro-regions and micro-regions from the point of their supporting role in the development of cities, municipalities and regions.
