Course content
1. Basic concepts - governance and public administration, public administration and local government, organizational principles of public administration, public authority, powers and responsibilities of the public authority. 2. Development of Public Administration in the Czech Republic - a brief overview of the development of public administration in our country since 1848, the definition and characteristics of each developmental period. 3. Reform of public administration in the Czech Republic after 1990 - the development of public administration in the Czech Republic after 1990, systemic transformation of public administration, major changes in public administration. 4. State administration in the Czech Republic - the structure of state administration in the Czech Republic, functions and powers of the central government and other central government bodies. 5. Territorial Administration - a legislative framework for the activities of municipalities, types of municipalities in the Czech Republic under the Municipalities Act, the position of the capital, statutory cities, towns and villages, the characteristics of communities. 6. Competence of municipalities, local administration and local government, local laws - separate powers, delegated powers, local rule-making, validity and effectiveness of local legislation. 7. Boundaries of local governments - the possibility of changes to the boundaries of local governments, the merger of municipalities, connecting municipalities, departments of the municipality. 8. The authorities of the local government units - basic municipal authorities, the authorities of the municipal council and the municipal council, composition and competence of individual bodies. 9. Cooperation of territorial units - the cooperation of local governments in the field of local government, various forms of cooperation; associations of municipalities. 10. Regional establishment - legislature, differences and similarities with the local establishment. 11. Management of local government units - legal obligations in the management and asset management of communities and regions, a review of the management of territories. 12. Financing of local government - the role of the budgetary allocation of taxes in the financing of municipalities and regions, the current adjustment in tax assignment; tax and non-tax revenues of municipalities and regions; indebtedness of municipalities and counties. 13. Modernization of Public Administration - Management in Public Administration, New Public Management, methods of quality management, managerial approach to public administration.

Learning outcomes
The course provides the basic knowledge and orientation of the public administration system in the Czech Republic and deal with other issues related to it. The supporting part of the course consists of municipal and county establishment especially in their treatment under the law on municipalities and counties.
After successfully completing the course, students will be able to: - Use terms related to public administration correctly, - Orientate in the system of public administration of the Czech Republic, - To describe the functioning of public administration, respectively. local government.
