Course content
1. Legal regulation of public administration The subject of administrative law. Sources of administrative law. 2. Forms of public administration Normative and individual administrative acts, general measures of public contracts. 3. The concept of administrative proceedings Legislation administrative procedural law. The basic principles of administrative bodies. 4. Administrations Factual and territorial jurisdiction. Disputes about the substantive jurisdiction. Procedural steps administrations. 5. Parties and their representation. Procedural rights and obligations of the participants. 6. Course proceedings at first instance Basic concepts of administrative proceedings, initiation of proceedings, probation decisions and resolutions. Protection against inaction. 7th Review of decisions Proper remedies and extraordinary supervisory remedies. 8th Execution Execution of a decision on the pecuniary and non-pecuniary benefits. 9. Basic administrative criminal law Construction Law. Other administrative offenses. 10. Control of public administration (internal control) Control of public administration: parliamentary control, the Supreme Audit Office, Ombudsman. Constitutional justice. 11. The Administrative Judiciary Organization, powers and jurisdiction of regional courts and the Supreme Administrative Court. The cassation complaint. 12. Liability for damage caused by the decision of a public authority and maladministration. 13th Free access to information. Privacy.

After successfully completing the course, students will be able to: - Describe the basic institutions of administrative law - Formulate basic administrative stage - Understand remedies - Understand local government legislation - Know the basics of the right to protection of personal data and the organization of the State
